LONDON, March 16 (Reuters) – Britain should look at creating a body to bundle loans to small and medium sized businesses and sell them on to investors, a government-commissioned taskforce looking to boost alternatives to bank funding recommended on Friday.

With small businesses struggling for funding as banks, facing higher capital requirements, rein in lending, the government has been seeking to get much-needed cash flowing to help promote investment and job creation.

“Access to finance is expected to become more acute as business confidence and growth returns, whilst continuing bank deleveraging is likely to leave a significant funding shortfall,” said Legal and General chief executive Tim Breedon, who led the taskforce.

The group’s report estimated the business sector faces a funding gap of 84 billion pounds to 191 billion pounds ($132 billion to $299 billion) over the next five years, with 26 billion pounds to 59 billion pounds of that shortfall relating to smaller companies.

Public corporate bond markets are beyond the reach of most small businesses due to the upfront costs and investors’ desire to put their money into larger, more liquid issues.

Pooling a large number of loans would give small businesses access to such markets, the report said, recommending the Association of Financial Markets in Europe (Chicago Options: ^REURUSD – news ) (AFME) look at how a single issuer could be created to aggregate lending.

NEW WAYS OF DOING THINGS

Breedon’s taskforce, whose members included London Stock Exchange chief executive Xavier Rolet and HSBC (LSE: HSBA.L – news ) ‘s UK chief executive Brian Robertson, received more than 100 submissions from those in the industry during its three month consultation.

Other suggestions it made were to create a single brand and business support agency to streamline to government’s “alphabet soup” of existing support programmes for business funding, drawing on international examples such as Germany’s state-owned business support agency KfW.

The growth of alternatives such as peer-to-peer lending platforms like Funding Circle, a website which allows people to lend directly to small firms in the UK, could also be boosted by direct support from government, the report said.

“We want to see innovative models like Funding Circle given the chance to thrive,” said Breedon.

Regulation of the sector, a concern raised by some in the market, will be an issue at some point, he added, but it needs to be balance with the need to not stifle innovation and choice.

“We can learn so much about what the financing landscape needs to be like from the new models available,” he said. “We need to find new ways of doing things and we can be informed by the customers of those new ways.”

(NaturalNews) Almost as if on cue, the mainstream media today halted nearly all accurate reporting of the worsening situation in Japan, writing off the whole thing as a “non issue.” This all happened in a seeming coordinate effort following President Obama’s speech on Wednesday that urged Americans to NOT prepare for anything. The American people, Obama insisted, should simply watch television to “stay informed.” ( http://www.naturalnews.com/031735_Obama_radioactive_fallout.html ) Shortly after, mainstream television news returned to its regularly-scheduled sports and entertainment programming, barely touching on the reality of the worsening situation at the Fukushima nuclear power plant in Japan.

Nuclear experts that were on mainstream news channels two days are now nowhere to be found today. Scary (but accurate) news stories about Fukushima have now been all but completely banned from the MSM. The word from the top is clearly that media outlets should start downplaying this nuclear accident, which even now ranks as the second worst nuclear accident in the history of human civilization (right after Chernobyl).

The Asian media, for its part, simply started fabricating completely fictitious news. The press in China and Taiwan, for example, reported last night that grid power had been restored to the Fukushima reactor #2 and that the entire disaster had now been completely averted. This was a total fabrication: The truth is that power plant workers were pulled out of the area before they could even connect grid power, due to rising levels of extremely dangerous radiation near the plant.

And even if they could restore power to all the reactors, there’s no guarantee that the cooling pumps will even work there. They were very likely damaged in the explosions and may not be functioning at all.

Time to start lying to the people

What to do in such a crisis? If you’re the government , the important action is to just lie to the people as much as possible, telling them everything’s fine. Even Japan’s own political leaders are fed up with it. One Mayor of a Japanese province says his own government abandoned his people and lied to everyone ( http://www.naturalnews.com/031747_nuclear_fallout_disinformation.html ).

In the United States, the nuclear power industry is now in total spin mode, trying to make sure people don’t question the future of nuclear power. General Electric, which manufactured the reactors in the Fukushima power plant, experienced huge stock losses over the last few days. Now, it seems the orders from the top are to tell people nuclear power is “still safe.” GE, of course, is a huge asset holder in NBC ( http://www.mediaowners.com/company/generalelectric.html ), one of the major media players in this whole charade. I very much doubt NBC openly discloses to its viewers that its news reporting may be entirely biased because it is largely owned by the very same corporate conglomerate that earns money from the construction of nuclear power plants.

Even the radiation reporting from U.S. authorities appears to be a whitewash, as detectors in the U.S. are only reporting radiation leaked days ago out of Japan , not the new radiation headed our way ( http://www.infowars.com/reports-of-harmless-radiation-reaching-califo… ).

We are now witnessing the complete transition of this entire story from the “honest reporting” phase to the new “disinformation” phase which seeks to ensure that the people of the world have no real clue what’s going on in Fukushima. Don’t prepare. Don’t worry. Don’t think for yourself. Just do whatever the government tells you to do… which is right now nothing.

It’s an amazing plan, eh? Sadly, pretending that Fukushima is not a problem does not reverse the laws of nuclear physics at work there. If a massive cloud of radiation bursts into the atmosphere in the coming days, will they also pretend nothing happened? Will the American people be given no warning as a massive radiation cloud approaches?

We must now seriously begin to question the agenda of the Japanese and American governments in all this. Are they actually trying to get more people killed? If not, then why aren’t the people being advised to take prudent precautionary measures?

Summary as of February 1, 2012

Business Conditions within the past 30 days showed mixed results, yet the 60-day outlook jumped in optimism. Our respondents may not have been thrilled with their own recent results, but they are optimistic about the future due, we think, to the upward trend since September and external trends.

The external trends are hard to ignore: A strong January stock market, generally positive earnings results reported by high-profile companies, and the European debt crisis falling, at least temporarily, into the background.

Interestingly, our respondents have not felt strong improvements in their own companies in the past 30 days. Orders on hand (backlogs) remained steady at the higher levels reported last month. Our respondents are remaining cautious on Cap Ex and hiring, apparently intending to meet their expectations of improving conditions with the current levels of capacity and human capital. They report a continued improvement in financing conditions, though we are still not at levels of a year ago.

The Tatum Survey is predicting continued growth, that, while not robust, suggests improving conditions in the coming months.

Index of Business Conditions

The Tatum Index of Business Conditions is a simple average of the ratio of our respondents who are reporting improvement versus those reporting a worsening in business conditions for the past 30 days and the next 60 days.

As of February 1st, the Tatum Index of Business Conditions held steady at 3.5 from last month after rising from a low of 1.7 last fall. The survey results continue to be solidly predicting that the economy will NOT be recessionary in the near term. In a range of 2.0 to 3.0, we have noted a very high correlation with near zero economic growth and below 2.0 suggests recession in the Tatum Index (the Index was in this range throughout the 2008-2009 recession).

The percentage of respondents who reported an improvement in orders on hand stayed steady at 32% from a month ago. The percentage reporting worsened backlogs increased to 16% from 10% last month, nearer to the 15% reported two months ago.

Capital Expenditure Commitments

The percentage of respondents committing more on capital equipment decreased significantly to 24% from 30% last month. The percentage that committed less on capital equipment decreased to 17% from 20%, while those reporting keeping capital spending flat jumped to 59% from 49%.

The percentage of respondents hiring more workers fell to 20% from 26% last month. The percentage that indicated they did less hiring increase to 18% from 14%.

The percentage of respondents indicating an improvement in financing conditions jumped to 26% from 20% last month. The percentage who indicated conditions were worsening declined to 6% from 8%. This is the fifth month of sustained improvement in these indicators.

Retail, small-business reports on calendar

Today’s economic calendar includes data on small-business sentiment, retail sales, and two more appearances by Federal Reserve officials.

The schedule starts off with the NFIB small-business optimism index at 7:30 a.m. ET. The consensus forecast calls for a reading of 93 for April, up slightly from March’s 92.5. Estimates range from 92.5 to 94.8.

The ICSC/Goldman same-store sales figures at 7:45 a.m. ET. That report will be followed by the Redbook retail report at 8:55 a.m. ET.

Richmond Federal Reserve Bank President Jeffrey Lacker is expected to make an appearance at 9:45 a.m. ET.
